Anhui is situated at the north latitude of 29°41' and 34°38' and between the east longitude of 114°54' and 119°37'.Anhui Province lies in the hinterland of Yangtze Delta where there is great economic development potential. The Province covers an area of 139,600 square kilometers, with 1.45% of the national area, ranking No. 3 of Huadong District and No.22 of the country.
Anhui has 17 main cities, namely Hefei, Huaibei, Suzhou, Bozhou, Bengbu, Fuyang, Huannan, Chuzhou, Liu'an, Ma'anshan, Chaohu, Wuhu, Xuancheng, Tongling, Chizhou, Anqing and Huangshan, 5 county-level cities and 56 counties.
It has 4 State-level and 84 Provincial-level Development Zones.

According to preliminary accounting,the GDP of Anhui province in 2007 was 734.57 billion Yuan (RMB), up 13.9% over the previous year a. The added value of primary industry was 121.47 billion Yuan, up 4.1% since last year; that of secondary industry, 328.26 billion Yuan, up 19.3%; and that of tertiary industry, 284.84 billion Yuan, up by 12.3% since 2007. The ratio of the three industries was 16.5∶44.7∶38.8. Calculated in the resident population, GDP per capita amounted to 12,015 Yuan (1,580 ), an increase of 1,960 Yuan over the previous year. The social productivity was 19,436 Yuan per capita, an increase of 2,842 Yuan over the previous year.

In 2007, the consumer price index increased 5.3%, up by 5.3 points compared with last year, of which, the price of food stuff and retail goods saw an increase of 12.5% and 4.5% respectively. In addition, among the price of food stuff, grain, fat, fowl and its related products increased by 5.8%, 27.3%, and 33.4%. The purchasing price of raw material, fuel and power increased by 5.1%, the producer抯 price of industrial product increased 3.6%, the price of fixed asset investment increased by 5.4%, and that for farm products was up by 14.1%.

At the end of 2007, the number of employed persons in Anhui Province was 38.18 million, with an increase of 0.77 million , of which 16.379 million are in primary industry, a decrease of 1.013 million over the previous year; 9.049 million in secondary industry, an increase of 0.629 million; 12.734 million in tertiary industry, an increase of 1.091 million. The number of working people was 3.218 million, an increase of 9 thousand, and that of staff and self-employed laborer in urban and township private enterprises was 4.853 million. New jobs were offered for 0.503 million urban labor and 0.25 million for the reemployment. By the end of year, the urban unemployment rate through registration was 4.06%.
The major contradictions and problems in the national economy and social development include: the serious structural contradiction, the displeasure transformation of extensive style of economic growth and the weak strength of the economy in rural areas.

Transportation
Aviation: The province's scheduled route network serves 50 domestic destinations. Scheduled flight service operates from Hefei and Huangshan to Hong Kong and Macau. In addition, chartered flights from Anhui flying to Singapore, Malaysia, Thailand, and Korea are regularly operated. There are also airports in other cities, including Anqing, Wuhu, Bengbu and Fuyang, opening provincial and domestic airlines.
Railroads: Both Beijing-Shanghai railroad and Beijing-Kowloon railroad run through Anhui, ranking the province's railroad coverage the highest in Eastern China. After the completion of Hefei-Nanjing railroad, Hefei-Wuhan railroad and Tongling-Jiujiang railroad, Anhui will become an important province with regard to railroad network.
Highways: Hefei-Nanjing Expressway, Hefei-Jieshou Expressway, Hefei-Wuhu Expressway, Hefei-Xuzhou Expressway, Huangshan-Hangzhou Expressway, Lujiang-Tongling Expressway, Wuhu-Ma'anshan Expressway, and Bengbu-Mingguang Expressway have framed an all-round accessed highway network in the province. Highway network system provides a better access to the eastern part of China.
Waterways: Anhui has fashioned a complete external transportation network with water, air and land entry and exit ports. There are entirely 9 ports of various types. Fuyang and Bengbu are land ports that open to foreign freight. Waterway ports such as Wuhu, Tongling, Anqing, Ma'anshan and Chizhou are all open to foreign freight ships. The Wuhu port has a capacity of berthing 10,000-ton freight ships. The others are all equipped with a 5,000-ton deep water wharf. The access to the oceangoing route links Anhui with many other countries and regions in the world, which are able to load and download, import and export cargoes. With the three river systems, namely, the Yangtze River, the Huai River and the Xin'an River, the mileage of the inland navigable waterways extends more than 6,000 kilometers.
Communication Anhui operates one of the nation's largest public post and telecommunications networks. Anhui is the third province in the nation that assists all of its cities and towns above county-level to provide local residents with access to telephone calling on digital exchanges. Exchange lines are continuing to increase, with the number of fixed-line telephone lines reaching 23 million.
In Anhui, all cities, towns and townships and 99.8 per cent of its villages are connected with fixed telephone lines. Growth has been particularly strong in new services, such as those provided over the Internet - there are an estimated 2 million users in the province. The infrastructural network of radio and television broadcasting has been upgraded and the digital television transmission facilities have been completed, enabling the province to provide digital television service. |

Investment Encouraged by Anhui Province 1. For the Foreign-funded enterprises engaged in mining or processing the mineral products, suffering serious losses from contingency or natural calamity, the resources tax is exempted from or reduced;
2. The foreign-funded enterprises are exempted from the direction regulatory tax on the fixed assets investment;
3. For the overseas experts working in Anhui province, either assigned by the World Bank according to the Loan Agreement, or dispatched by the United Nation organizations, or sent by the United Nation or the aid-provided countries for specific Assistance Projects, their wages and salary incomes are exempted from the individual income tax;
4. For the foreign-funded enterprises engaged in the field of Agriculture, forestry, fishing, animal husbandry, energy and transportation infrastructure, the building taxes are exempted for three years from the date of establishment;
5. For the foreign-funded enterprises engaged in the field of Agriculture, forestry, fishing, animal husbandry, energy and transportation infrastructure, the vehicle & ship licenses taxes are exempted for three years from the date of establishment.
Income Tax Incentives for Foreign-invested Enterprises and Foreign Enterprises
1. General tax incentives (applicable to those enterprises in Anhui) (1) Any productive foreign-invested enterprise with operating period of no less than 10 years shall, upon approval by the competent department for tax affairs, be exempted from business income tax for the first two profit-making yeas and allowed a 50-percent reduction in the third to fifth years.
(2) After the time limit of being treated as "two-year exemption and three-year reduction by half", any foreign-invested enterprise engaged in agriculture, forestry and animal husbandry or any foreign-invested enterprise established in the remote underdeveloped areas may, upon approval by the State Administration of Taxation, be allowed a 15-30 percent reduction of income tax payable in the following 10 years.
(3) Income tax shall be levied on Chinese-foreign joint ventures engaged in port and harbor construction at a reduced rate of 15 percent. With operating period of over 15 years, they shall be exempted from income tax for the first five profit-making years and allowed a 50 percent reduction in the sixth to tenth years.
(4) In accordance with the tax provisions of the State, the period for 50 percent reduction in income tax may be extended for 3 years for those foreign-invested enterprises that use advanced technology and still keep technologically advanced after the expiration of period of "two-year exemption and three-year reduction by half". The reduced tax rate is no less than 10 percent.
(5) After expiration of the period allowed for reduction or exemption of income tax in accordance with provisions of the State, the export-oriented enterprises with their current year's export value attaining 70 percent of their total output value, shall pay the business income tax by half. The rate is no less than 10 percent of the current tax rate.
(6) Any foreign investor of foreign-invested enterprise who reinvests his share of profit obtained from the enterprise directly into that enterprise by increasing its capital, or uses the profit as capital investment to establish other foreign-invested enterprise with operating period of no less than five years shall, upon approval by the tax authorities, be refunded 40 percent of the income tax already paid on the reinvested amount. Foreign investors who reinvest the profits distributed by the enterprise to establish or expand export-oriented enterprise or technologically advanced enterprise for a period of no less than five years shall receive a full refund of enterprise income tax already paid on the amount of reinvestment.
(7) Losses incurred in a tax year within the foreign-invested enterprises and production sites or business operations set up in China by foreign enterprises may be made up by the income of the following tax year. Should the income of the following tax year be insufficient to make up for the said losses, the balance may be made up by its income of the further subsequent year, and so on, over a period not exceeding five years.
(8) All foreign-invested enterprises will be exempted from the local income tax.
2. Tax incentives for foreign-invested enterprises in the urban districts of Hefei and Wuhu Cities (1) The income tax on productive foreign-invested enterprises established in the old urban districts of Hefei and Wuhu shall be levied at the reduced rate of 24 percent.
(2) For any foreign-invested enterprise engaged in technology-intensive or know-how intensive projects, or in energy, transportation and harbor construction projects, or in projects with total investment exceeding USD 30 million, upon approval by the State Administration of Taxation, its business income tax shall be levied at the reduced rate of 15 percent.
(3) For the export-oriented enterprise with foreign investment, the business income tax shall be levied at the reduced rate of 12 percent.
3. Tax incentives in the Wuhu Economic and Technological Development Zone and the Hefei State New & hi-tech Industrial Development Zone (1) The business income tax on the productive foreign-invested enterprise in the Wuhu Economic and Technological Development Zone shall be levied at the reduced rate of 15 percent.
(2) For the foreign-invested enterprise classified as hi-tech one in the Hefei State New & hi-tech Industrial Development Zone, its business income tax shall be levied at the reduced rate of 10 percent.
Other Tax Incentives 1. The foreign-invested enterprises are exempted from the investment orientation regulation tax on fixed assets.
2. The foreign-invested agricultural projects with a view to earn more foreign exchanges and to reform rural and township enterprises may, with the approval of the provincial government, enjoy the preferential policies for export-oriented enterprises, under the condition that their actual export value of agricultural products is 50 percent higher than the current year's total output value.
3. Foreign-invested Enterprise which products are sold directly to overseas markets are exempted from value added tax and consumption tax unless there are special regulations by the State.
4. For the State-encouraged foreign-invested projects, the land-using fees are charged at a low limit. |

Location Anhui Province lies in the hinterland of Yangtze Delta where there is great economic development potential. The Province covers an area of 139,600 square kilometers.
Climate Anhui is located in the transitional area between temperate zone and subtropical zone, so the climate here is warm and moist, and the four seasons are distinct. The north of the Huaihe River possesses a half-moist monsoon climate of warm temperate zone while the south of the Huaihe River possesses a subtropical moist monsoon climate. The annual average temperature of the province is 14℃-17℃, the average sunshine lasts 1800-2500 hours, the average frost-free period reaches 200-250 days and the average rainfall remains 800-1800mm per year.
Education The province has accelerated the development of its education sector. Last year, 21,505 graduate students attended 19 graduate schools affiliated to different universities. University student population continued to grow. At the end of 2005, there were 81 universities and colleges, with the total number of registered full-time university and junior college students reaching 589,000. About 633,000 registered students attended secondary vocational schools (excluding the secondary trade and technical schools) throughout the province. The student populations of the 760 senior high schools, 3.188 junior high schools and 20,142 primary schools were respectively 1.17 million, 3.44 million and 5.841 million last year. The enrollment rate for children entering junior high schools was as high as 97.78 per cent. The enrollment rate for children of school age was 99.54 per cent.
Leisure Anhui's cultural affairs have undergone healthy growth. At the end of 2005, the province had 93 performing art groups, 14 mass art halls, 100 cultural centers, 85 public libraries, and 42 museums. There were, during the year, 17 radio stations, 23 mid-wave transmission and rebroadcast stations, and 17 TV stations. The cable TV stations throughout the province had 3 million viewing subscribers. Anhui's broadcast covered 95.6 per cent of its population. In the province, 95 per cent of the population can watch television. In the same year, Anhui issued 870 million copies of 97 newspaper titles. There were 177 publicly circulated magazines, with a total circulation of 50 million copies. 3,900 original books were published in Anhui, with a total circulation of 240 million copies. With the rapid development of the modern information technology, Anhui published 806 titles of electronic or audio-visual publications with the total circulation of 9.44 million cases (sheets). At the end of the same year, citizens had access to 6.5 million dossiers in 124 archives of various types at all levels, with a floor space of 149,000 square meters.
Health Continuing progress was made in the sector of health care and medical treatment. Conditions of hospitals and medical care kept on improving. At the end of 2005, the province had altogether 9, 100 institutions (including hospitals, polyclinic, clinics, medical centers, private clinics) providing health and medical service, with 117,000 beds and 165,000 medical staffs throughout Anhui. Of which, 2,790 are hospitals and public health centers, 193 are sanitation and anti-epidemic stations, 116 are women and children care centers (stations). The province's healthcare team includes 67,000 general practitioners, assistant general practitioners and professional staff employed by the the health authorities, 47,000 registered nurses. Besides, there were 23,000 rural clinics with 45,000 medical orderlies. Throughout the province, 95 per cent of the villages have village clinics. |
